Opportunity Information: Apply for STX 100 FY20 001
The grant opportunity "Developing Potential of the Women Entrepreneurs in Fashion Design" is a U.S. Department of State program run by the U.S. Mission to Turkmenistan that aims to strengthen womens economic opportunities by upgrading both creative and business skills in Turkmenistans growing fashion sector. The underlying problem the program is trying to solve is that many Turkmen women have traditionally been concentrated in a narrow set of low-paying professions with limited upward mobility, while fashion design has recently become a promising and fast-developing field that could offer better income and long-term stability. Even though many designers build on Turkmenistans strong cultural and ethnic traditions, the opportunity notes that most lack formal training in fashion design, brand development, and the basic business skills that help a creative business grow. As a result, products across different labels can look similar, businesses struggle to differentiate themselves, and income potential remains limited.
The central approach is an exchange and training model that connects U.S. expertise with Turkmen women entrepreneurs. The program is structured around a practical outcome: within six months after the first stage ends, 40 participating women entrepreneurs are expected to put into practice at least some of what they learned in design, branding, and marketing. Progress is intended to be checked through site visits, informal surveys, and follow-up conversations, meaning the emphasis is not only on training delivery but also on observable changes in how participants run their businesses and design their products.
The objectives are split between business management outcomes, design outcomes, and joint outcomes that require creative and managerial staff to collaborate. On the business side, participants are expected to build stronger management skills, understand and apply marketing strategies such as customer database management and marketing plan development, and improve how they use resources and capital. This includes cost-reduction strategies, better supply chain management, and waste management practices that can make production more efficient. A key deliverable is the development of a clear business plan aimed at sustainable growth. On the design side, fashion designers are expected to expand their technical and creative toolkit by learning alternative combinations of color, texture, and shape and incorporating new design techniques to create more distinctive styles. Where the program becomes especially targeted is in the joint objective: designers and business managers are expected to work together to define a brand identity and a creative philosophy for each business, so that design choices and marketing strategies reinforce each other rather than operating separately. Participants also learn how fashion shows and expos can be used as promotion tools to reach wider audiences and strengthen brand visibility.
The planned activities are organized into two stages. Stage 1 is a two-week program in Turkmenistan (planned for 2021 in the original announcement) led by two U.S. experts. It includes a two-day workshop designed for representatives from 10 companies, with each company sending two participants: one designer and one business manager. During the workshop, one expert focuses on fashion design theory and practice, covering areas like the interplay of shapes, fabrics, textures, and broader design fundamentals. The second expert focuses on business practices specific to the fashion industry and small business operations. Toward the end of the workshop, the two groups merge to develop concrete brand and business outputs together, such as creative concepts, early product ideas, and business plans, which are then presented at the conclusion of the two-week program. Beyond the workshop, the experts are expected to provide individual consultations, deliver lectures at the Union of Industrialists and Entrepreneurs of Turkmenistan (UIE), and give presentations to the broader public through American Spaces in Turkmenistan, widening the programs reach beyond the core cohort.
Stage 2 is conditional and depends on the results of Stage 1. If Stage 1 demonstrates strong outcomes, up to ten women designers and/or business owners would be selected for a two-week U.S.-based program (planned for 2022 in the announcement). This stage is meant to provide direct exposure to the U.S. fashion ecosystem through meetings with American designers, lectures or classes, and tours of U.S. fashion design schools and other relevant institutions. If feasible, the visit would align with a major industry event such as a fashion fair, conference, exhibition, or show to maximize networking and learning opportunities. Planning for this stage would be done by the U.S. Mission in coordination with the experts from Stage 1.
The primary target audience is urban, mid-level women entrepreneurs in fashion design who have clear potential but need stronger skills in creativity, differentiation, and business management. The opportunity recognizes that many fashion businesses operate with a split structure: a creative director (designer) and a business manager, and the program is designed around that reality by training both roles and requiring them to collaborate. A key local partner and stakeholder is the Union of Industrialists and Entrepreneurs of Turkmenistan, which is described as important for developing U.S.-Turkmen economic relations. Success is evaluated mainly through practical follow-up methods rather than formal testing: site visits to businesses, informal surveys, and direct conversations designed to confirm whether participants actually adopted the techniques and practices taught.
From an administrative and funding perspective, the opportunity is a cooperative agreement under CFDA 19.040, issued by the Department of State, U.S. Mission to Turkmenistan. The funding opportunity number is STX 100 FY20 001, with an award ceiling of $95,000 and an expectation of one award. The original posting lists a creation date of July 13, 2020 and an application deadline of August 10, 2020. Applicants are required to submit standard federal assistance forms through grant.gov (SF-424 or SF-424-I, SF-424A, and SF-424B), along with a cover sheet/summary page and a proposal of up to six pages that clearly explains the problem, goals, measurable objectives, activities, methods/design (including a logic model if appropriate), timeline, staffing plan, partners, monitoring and evaluation approach, and sustainability plan. A budget justification narrative is required, as well as attachments such as short CVs for key personnel and letters of support from partners, plus indirect cost documentation (NICRA) if applicable and any official permissions needed to carry out activities.
The opportunity also emphasizes federal eligibility and registration requirements. Organizations (not individuals) must have a Unique Entity Identifier, an NCAGE/CAGE code, and an active SAM.gov registration, and applicants must ensure that neither they nor any partners are listed as excluded/debarred in SAM (formerly referenced as EPLS). Finally, it highlights that award implementation must follow applicable federal rules and Department of State standard terms and conditions, including required branding and marking provisions such as U.S. flag branding requirements.Apply for STX 100 FY20 001
