The Development Cooperation Partnership (DCP), formerly called the Emerging Donors Challenge Program (EDCP), Round 8 is a U.S. Department of State grant opportunity run by the Office of the Assistance Coordinator for Europe and Eurasia (EUR/ACE) through the U.S. Mission to Ukraine. Its core purpose is to deepen practical foreign assistance partnerships between the United States and a group of 11 Central and Eastern European partner donor governments (PDGs): Bulgaria, Croatia, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, and Slovenia. The program is designed around co-financed assistance activities in Ukraine that draw directly on these countries experiences with democratic and economic transition and with European Union integration, so that Ukrainian institutions and communities can benefit from peer-to-peer knowledge and tested reforms.

DCP funding is meant to support joint projects that advance one or more of four priority objectives identified by EUR/ACE. These priorities are energy and cyber security; improving access to Western markets; strengthening resilience through democratic consolidation; and addressing the secondary impacts of the COVID-19 pandemic while helping Ukraine prepare for future infectious disease outbreaks. While applicants can propose different types of activities, successful projects are expected to clearly connect planned actions to one of these priorities and to show how the PDG partner(s) will contribute meaningful expertise, advisors, institutional participation, or other transition-related know-how rather than serving as a nominal partner.

In practice, DCP projects are typically implemented in Ukraine in partnership with at least one of the emerging donor governments, with the United States generally covering no more than 50 percent of total project costs. The U.S. contribution for any single award is capped at $100,000, and projects must be designed to finish within 18 months or less. Multiple PDG partners can support the same activity, and implementers may be government entities, research institutions, and nongovernmental organizations. Although the program mainly anticipates co-financing new initiatives, the Embassy may also consider arrangements such as co-financing existing U.S. or PDG assistance activities, or strengthening ongoing U.S. programming by enabling participation from PDG officials or PDG-nominated experts. A central expectation across these options is that the content should substantially reflect PDG-based experience and institutions so the partnership genuinely transfers transition lessons to Ukraine.

Eligible applicants include not-for-profit organizations (including think tanks and civil society/NGOs), public or private educational institutions and research institutions, public international organizations, and governmental institutions. Organizational eligibility also depends on basic U.S. federal assistance compliance requirements: entities generally must have a Unique Entity Identifier (at the time described in the notice, a DUNS number), and an active SAM.gov registration, along with related registrations such as NCAGE/CAGE where applicable. The notice highlights that SAM registration can take several weeks and should be started early, and it also underscores that entities listed as excluded/debarred in SAM are not eligible to apply or participate.

The application package is fairly structured even though applicants can use their own proposal format. Submissions must be in English, budgets must be in U.S. dollars, and pages should be numbered. The proposal itself is expected to walk a reviewer from the problem being addressed through the logic of the solution, including a short program summary and anticipated impact, an organizational background showing relevant experience and prior grant performance, a clear problem statement, measurable goals and objectives, a detailed description of activities, and a budget explaining how funds will be spent. Applicants also need to describe the program methods and design (a logic model is encouraged where appropriate), provide a timeline with planned dates/locations, identify key personnel and their level of effort, and list partners and sub-awardees with their roles. A monitoring and evaluation plan is required, with output and outcome indicators and a plan for when and how progress will be measured, and applicants are expected to address sustainability by explaining how benefits will continue after the grant ends or what resources could support continuation. Typical attachments include one-page CVs for key staff, letters of support from partners clarifying responsibilities, the organization NICRA if indirect costs are included, and any official permission letters needed for activities.

Proposals were to be submitted by email to the address provided in the notice, with a stated deadline of January 5, 2021 (11:59 PM EEST). After initial review, selected applicants would enter a pre-award stage and be required to submit standard federal forms (SF-424, SF-424A, SF-424B) and a more detailed budget and justification narrative, along with proof of required registrations.

Applications are scored using a point-based evaluation system emphasizing both the strength of the idea and the applicants ability to deliver. The largest scoring areas are quality and feasibility of the program concept (25 points) and organizational capacity and track record on previous grants (25 points), including whether the organization has the systems needed to manage federal funds. Additional points are assigned for clear planning and likelihood of achieving objectives (15), a solid monitoring and evaluation approach (15), a reasonable and realistic budget aligned with activities (10), and sustainability beyond the grant period (10). A DCP Review Committee evaluates eligible submissions, and any eventual award is issued and signed by a Grants Officer, with a Grants Officer Representative administering it. Costs can only be incurred starting on the official award start date, and the State Department notes that publishing the opportunity does not guarantee an award, does not reimburse proposal preparation costs, and does not promise future or renewal funding. Recipients should expect standard federal terms and conditions (including branding/marking requirements) and reporting obligations covering both program performance and finances, with the reporting schedule specified in the final award document.
